Beagles are notorious escape artists, but we are generally not fence Nazis. If we were, we wouldn't adopt to people living in townhomes or apartments, and beagles make wonderful city dogs and most do very well in an apartment type of situation.
Not having a fence could be totally fine, or totally not fine, depending on your situation. And not all fencing is equal. The majority of beagles see chain link fencing as a handy set of stairs, so if you don't have fencing or are thinking of replacing old fencing, we really recommend a wooden or vinyl privacy fence at least 5' high. Any dips in the yard or spots where a dog has dug should be reinforced with sunken bricks or concrete blocks.
Invisible fencing as the primary containment is a complete no-no. Beagles will happily take a shock to get out, but they will certainly NOT take one to get back in. The drive to follow a scent is just too strong in beagles (any hound really) and a rabbit passing through the yard... well... good-bye Mr. Beagle!
